If you're trying to connect Smarting through a COM port in Smarting Streamer, and the device isn't connecting i.e. it's not starting not blink, here's what you can do:
If you're using Bluetooth 5.0 Dongle to connect
The device needs to be paired, so please refer to this article on how to do it:

If you already paired the Smarting device, make sure you're trying to connect to the correct COM port. Go to your Bluetooth settings and find "More Bluetooth Settings". Find "COM ports" tab and locate the Outgoing COM port connected to Smarting:
In this example, we'd need to connect to COM5, not COM4.
If you're using BlueSoleil to connect
First thing you can try is Delete the Smarting device in BlueSoleil software, and pair it again. Select device options in this order:
1. Delete
2. Double-click on Sun icon to discover the device. Once you find it in the list,
3. Search Services
Connect Bluetooth Serial Port
You'll see the connected COM port in device options, as shown in image above (COM24 in our example).
